### Summary
This position is located in the Prosthetic and Sensory Aid Service
within the VA Western New York Health Care System (VAWNYHS) in
Buffalo, NY. The Procurement Technician provides a variety of
procedural, technical, and administrative support surrounding
contract issues and regulations as they pertain to organization's
need for contracts to meet Veteran health care equipment and service
needs.

### Responsibilities
The major duties and responsibilities include but are not limited
to:
- Establishes procurement packages including justification and
authorization, sole source justification, independent market
research, and cost comparisons for orders over $3,000;
- Partners with clinicians to assist in identifying devices and
equipment that is available to meet patient rehabilitative,
medical, and home care needs; ensures adequate devices and
equipment are stocked and available to meet discharge planning
needs; and assists with setting up vendor in-services so
clinical and administrative staff are aware of products
available;
- Receives and analyzes prosthetic request forms and prescriptions
from physicians, therapists, patients, and their
representatives;
- Examines clinical health records and claims folders to determine
legal eligibility and medical entitlement for prosthetic items
and services based on criteria;
- Communicates and coordinates with contractors to resolve
delivery/shipment issues and identifying alternate sources when
there are back-order situations or when vendors fail to meet
expectations;
- Updates order status in all appropriate electronic systems (i.e.
procurement tracking sheet, patient record, purchase orders,
etc.);
- Authorizes and prepares complex purchase orders for a wide
variety of prosthetic and orthotic devices, medical supplies,
surgical implants, and home medical equipment and repairs;
- Monitors control point and expenditures, computes correct total
costs, and resolves discrepancies with vendors;
- Ensures patient education and training is being provided with
all devices and equipment issued;
- Prepares for signature, distributes and files routine
administrative documents; and,
- Performs all other duties as assigned.
**Work Schedule:** Monday through Friday, 8:00a.m. to 4:30p.m.

### Qualifications
**To qualify for this position at the GS-7 level, you must meet the
following:**
**Experience:** You must have at least one (1) full year of
specialized experience equivalent to at least the next lower grade
level (GS-6) in the federal service that has given you the
particular knowledge, skills and abilities required to successfully
perform the duties of a Procurement Technician, and that is
typically in or related to the position to be filled. Specialized
experience includes independently performing purchasing/procurement
duties within a healthcare setting, or similar type of environment;
developing and preparing acquisitions/purchase orders; contacting
and negotiating with vendors; monitoring and recording
obligations/expenditures; and using a computer to perform a variety
of procurement and administrative duties. NOTE: Experience must be
fully documented on your resume and must include job title, duties,
month and year start/end dates AND hours worked per week.

### Additional information
**Physical Requirements:** The work of this position may require
some physical effort such as standing, walking, bending, or sitting.
The person in this position may carry or lift items weighing up to
40-50 pounds.
The work of this position is performed in an office setting, but
requires some physical effort such as carrying books, manuals,
vendors' catalogs, and prosthetics items to be issued from various
stock rooms. Duties involve extended periods of working at a
computer terminal.
**Receiving Service Credit for Earning Annual (Vacation) Leave:**
Federal Employees earn annual leave at a rate (4, 6 or 8 hours per
pay period) which is based on the number of years they have served
as a Federal employee. VA may offer newly-appointed Federal
employee's credit for their job-related non-federal experience or
active duty uniformed military service. This credited service can be
used in determining the rate at which they earn annual leave. Such
credit must be requested and approved prior to the appointment date
and is not guaranteed.
