### Summary

**About the Position:**
The U.S. Military Academy, West Point, NY is an academic institution
located in the Hudson River Valley, 50 miles from New York City. The
historic site is the oldest continuously occupied military post in
America. West Point is a self contained city with housing, a
Department of Public Works, libraries, hospital, fire department,
chapels, and restaurants. Employees have access to Eisenhower Hall
Theater, Hudson Valley's performing arts center, and recreational
facilities.

### Responsibilities

Serve as an Instructor in the Center for Enhanced Performance at the
United States Military Academy (USMA), teaching three courses geared
towards academic success and student development. Serve as the
primary instructor, responsible for all administrative duties for
the Information Literacy and Critical Thinking course: Develop and
revise course content that incorporates principles of college
student success, analysis of scholarly research, and evaluation of
information sources, critical reading, and reasoning. Serve as an
academic excellence instructor conducting individual and/or small
group sessions working with diverse student populations. Obtain
feedback from instructors on progress of students in meeting
educational objectives established by respective academic
departments. Develop action plans for students to remediate
shortcomings and/or achieve full potential. Maintain counseling
records and meeting policy expectations to track progress of
students in achievement of goals. Identify cadets with potential to
compete for nationally-competitive scholarships, and mentor cadets
seeking to engage in opportunities through club, community service,
or other academic interests. Serve as the primary administrator for
the USMA chapter of The Honor Society of Phi Kappa Phi.
Responsibilities include maintaining all paperwork and records, and
coordinating the annual initiation ceremony, national and local
award submissions, and chapter meetings.

**This is a full-time permanent appointment in the Excepted
Service.**

In order to qualify, you must meet the education and/or experience
requirements described below. Experience refers to paid and unpaid
experience, including volunteer work done through National Service
programs (e.g., Peace Corps, AmeriCorps) and other organizations
(e.g., professional; philanthropic; religious; spiritual; community;
student; social). You will receive credit for all qualifying
experience, including volunteer experience. Your resume must clearly
describe your relevant experience; if qualifying based on education,
your transcripts will be required as part of your application.

**Basic Requirement for Reading and Study Skills Instructor:**

A. Degree: Bachelor's degree (or higher degree) that included or was
supplemented by major study in education or in a subject-matter
field appropriate to the position, such as Developmental Education,
Psychology, Teaching, Reading Instruction, Literacy Education, or
another subject-matter field appropriate to the position. (You must
include a copy of your transcripts with your application package.)

B. Combination of Education and Experience: Courses equivalent to a
major in education, or in a subject-matter field appropriate to the
position, such as Developmental Education, Psychology, Teaching,
Reading Instruction, Literacy Education, or another subject-matter
field appropriate to the position, plus appropriate experience or
additional course work that provided knowledge comparable to that
normally acquired through the successful completion of the four-year
course of study described in A above. (You must include a copy of
your transcripts with your application package.)

**In addition to meeting the basic requirement above, to qualify for
this position you must also meet the qualification requirements
listed below:**

Specialized Experience: One year of specialized experience which
includes the use of instructional techniques and educational
principles to effectively instruct and to prepare and administer
materials designed to teach reading and study skills. This
definition of specialized experience is typical of work performed at
the second lower grade/level position in the federal service
(GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of
progressively higher level graduate education leading to such a
degree in a field which demonstrates the knowledge, skills, and
abilities necessary to do the work of the position, such as:
Developmental Education, Psychology, Teaching, Reading Instruction,
Literacy Education, or another subject-matter field appropriate to
the position. (You must include a copy of your transcripts with your
application package.)

-OR-

Combination of Education and Experience: A combination of education
and experience may be used to qualify for this position as long as
the computed percentage of the requirements is at least 100%. To
compute the percentage of the requirements, divide your total months
of experience by 12. Then divide the total number of completed
graduate semester hours (or equivalent) beyond the second year
(total graduate semester hours minus 36) by 18. Add the two
percentages. (You must include a copy of your transcripts with your
application package.)

You will be evaluated on the basis of your level of competency
(knowledge, skills and abilities) in the following five areas:

1. **Academic Accomplishment**:An earned bachelor's degree with a
master's degree preferred in Developmental Education, Psychology,
Teaching, Reading Instruction, Literacy Education, or another
subject-matter field appropriate to the position.
2. **Curriculum Development and Program Evaluation**: Experience in
curriculum development, program administration teaching, and
assessing college level study skills courses.
3. **Counseling**: Demonstrated experience advising, counseling and
mentoring diverse student populations.
4. **Teaching**: Direct experience working with students who are
under prepared or at-risk for success at the college level.
5. **Scholarship Advisement**: Knowledge and experience in writing
resumes, personal statements and the process of applying and
competing for nationally-competitive scholarships such as Marshall,
Truman and Rhodes.
