About the Position: Position(s) will be filled under Direct Hire Authority for the Department of Defense for Recent Graduates . Position(s) will be filled at either the GS-05 or the GS-07 grade level with non-competitive promotion potential to the target grade of GS-11 provided the incumbent is sufficiently experienced and meets all necessary qualification requirements. Exercises knowledge and skill in applying HR methods, principles and evaluative methods/ sufficient to advise on and/or resolve moderately complex problems which are typically precedented in nature.
Utilizes a wide range of HR practices, regulations, and precedents sufficient to: provide comprehensive HR management advisory and technical services on substantive organizational functions and work practices.
Utilizes a wide range of HR case law, principles, practices, and regulations sufficient to perform detailed analyses and draw conclusions on complex legal issues, problems, and situations.
Advises managers about appropriate disciplinary or other corrective techniques that are responsive to a range of conduct and performance problems.
Resolves disputed facts, including those which require credibility determination, interprets facts and events, and/or identify aggravating or mitigating factors relevant to the case.
Serves as point of contact on labor-management matters of overall concern to established bargaining units to include grievances, unfair labor practice charges, information sharing, contract interpretation and labor relations training.
Provides labor relations consultative service on reorganizations, realignments, relocations, reductions in force, transfers of function and outsourcing to educate management on potential impact of these decisions on bargaining unit employees.
