The successful candidate may serve as the Alternate ProgramManager and will report to the Program Manager to assist in monitoring overallproject level responsibilities to plan, organize, direct, control and evaluatethe operations of Skilled Trades personnel providing facilities O&M andequipment maintenance support services throughout eight (8) bases in the Naval District Washington.
Responsible for the accomplishment of the requirements setforth in the Performance Work Statement and individual Task Orders. Actsas the senior management representative on site, to ensure work is completedwithin quality guidelines and meets or exceeds customer expectations.
Responsible for the overall managementand operation of the facilities O&M services functions of the contract, directlyoverseeing the various trades personnel performing that work on the specificTask Order sites.
Demonstrates experience with managingGovernment contracting requirements IAW the Federal Acquisition Regulations(FAR), and especially in utilizing Computerized Maintenance Management Systems(CMMS) such as MAXIMO, Infor/Datastream MP2, etc., to review service order and preventive maintenance work order requirements and ensure trades personnel are in compliance.
Experience managing Firm Fixed Price(FFP) for preventive maintenance, trouble calls and minor constructionprojects.
Provide input to the PM to plan andmanage the project's budget.
Assist in recruiting personnel andoverseeing their training and orientation.
Review and evaluate the effectiveness ofthe organization and management of operations.
Formulate recommendations for improvedorganizational structure, policies and techniques, methods, procedures, andsystems designed to achieve performance on Acceptable Performance Levels (APL).
Promote development and implementationof management techniques and tools such as planning and control, systems andprocedures analysis, operational audits, management surveys, feasibilitystudies, methods analysis, quality control, and statistical samplingtechniques.
Continually evaluate operations in termsof safety and environmental compliance, ensure employees utilize PPE, assist ininvestigating accidents and near misses.
Provide technical assistance inovercoming management deficiencies and improving facilities management.
Analyze service delivery in terms of theaccomplishment of Acceptable Performance Levels, conduct quality controlinspections, perform root cause analysis of quality deficiencies, implementpreventive actions as needed.
Perform cost estimates for facilitiesO&M projects (IJOs).
Perform additional assignments percorporate and PM direction.
Review and approve subordinate employees' timesheets, coordinate disciplinary action, conduct skills and regulatory training, ensure employees' compliance with safety and environmental regulations and the proper se of PPE.Qualifications Minimum Qualifications:
Technical diploma or Associates degree preferred. Degree may be substituted with direct supervisory experience in Facility Management and Operations
Seven years of experience in facility maintenance management required. Experience supervising/managing craft tradesmen on military bases desired. Navy-specific Public Works experience preferred.
Must possess a SECRET clearance or have the ability to obtain it.
Thorough knowledge of general management principles, methods, and techniques and their practical application in the area of facilities management
Possess knowledge of facilities O&M industry concepts, practices, and procedures as well as tools and equipment commonly used in the various trades in all areas of the Performance Work Statement
Experience in direct oversight of quality control, equipment, facility, utility, and business operations management
Possess knowledge of the general principles and practices of general management analysis, financial analysis, and facilities management.
Experience applying National Electrical Code (NEC), Nat?l Fire Protection Assoc (NFPA) regulations and codes, ASHRAE and ASTM codes and regulations, Uniform Facilities Codes (UFC), etc
Possess knowledge of the general applications of quality control, safety, environmental, security, information technology, and general business management programs
Possess ability to establish and maintain effective working relationships with employees and Government staff
Ability to gather, organize, analyze, and evaluate facts and figures to determine fundamental causes of operational and organizational deficiencies
Ability to create oral and written reports clearly, concisely, and effectively
Ability to educate subordinate employees, managers and supervisorsDesired Qualifications:
Hands on experience with tools of one or more of the trades
Experience in operating or overseeing operations of high pressure boiler plants and/or chiller plants
Journeyman level experience performing one or more trades (e.g., electrical, HVAC, Plumbing, etc)
